Commission Regulation 1698/2005 provides Member States with a framework on support for rural development through the European Agricultural Fund for Rural Development for the next programming period 2007-2013.

The commission has developed four main objectives (axis) for rural development policy for the period 2007-13 to ensure the sustainable development of rural areas:

Axis 1 and 2 will be managed and coordinated by the Welsh Assembly Government, Axis 3 will be coordinated by the Ceredigion Economic Regeneration Partnership, and Axis 4 will be coordinated by the Stronger Communities Partnership. There is uncertainty surrounding the start date of the convergence programmes but it is likely to be in the Winter of 2007.
