NORTH-WEST EUROPE AND ATLANTIC AREA TRANS-NATIONAL
PROGRAMMES
The Commission’s Community Strategic Guidelines state that Trans-National Programmes should focus on matters of strategic importance.
North-West Europe
The Programme has four operational Priorities, Developing the NEW Knowledge Based Economy by Capitalising on Capacity for Innovation, Sustainable Management of Natural Resources and of Natural and Technological Risks, Improving Connectivity in NWE by Promoting Intelligent and Sustainable Transport and ICT Solutions and Promoting Strong and Prosperous Communities at the Transnational level. The total ERDF budget is likely to be circa €350m. The maximum intervention rate will be 50% of eligible costs. The Programme will shortly be submitted to the Commission. The Managing Authority will be French based. The Department of Communities and Local Government in London will co-ordinate for the UK.
Atlantic Area
The draft Programme has a maritime focus, although not exclusively so. The four Priorities are Promotion of Transnational Innovation Networks, Securing and Enhancing the Marine and Coastal Environment Sustainably, Improving Accessibility and Internal Links and Exploiting Transnational Synergies in Urban and Polycentric Regional Development. The total ERDF budget is likely to be circa €100m. The maximum intervention rate is likely to be 65% of eligible costs. The Managing Authority will be based in Porto. WEFO is likely to lead the coordinating role within the UK, however overall responsibility is with the DCLG in London.
Ireland-Wales Cross Border Co-operation Programme 2007-2013
The Ireland - Wales Cross Border Cooperation Programme is a seven year development plan, beginning in 2007, which aims to develop the knowledge economy in the region by increasing innovation and skills. It will also support Irish-Welsh projects which address climate change, sustainable development
and community regeneration. This new programme will build on the success of the current INTERREG IIIA initiative which has invested during 2000-2006 £33 million in ERDF grant into more than 100 diverse collaborative projects. The managing authority for the new programme will be Ireland.
The areas eligible for inclusion in the Ireland/Wales Cross Border Territorial Co-operation Programme are Dublin, Mid East and South East Ireland, Ynys Mon, Conwy, Denbighshire, Carmarthenshire, Ceredigion and Pembrokeshire in Wales.
The draft programme, launched on the 14th December 2006 for consultation is available to download on www.wefo.wales.gov.uk. The draft outlines plans for a £47 million (€70 million) investment programme into the Wales / Ireland border region.
