uropean Fisheries Fund (EFF)

The European Fisheries Fund (EFF) is the new instrument for fisheries programming for 2007-2013.  The EFF replaces the present Financial Instrument for Fisheries Guidance (FIFG). Like the FIFG, EFF underpins the common fisheries policy and will help to implement the changes made to the Common Fisheries Policy when it was last reformed in 2002.  The EFF aims to ensure sustainable fisheries and diversify economic activities in fishing areas. 

The objectives of the new EFF include:

  1. To support the common fisheries policy.
  2. To promote a sustainable balance between resources and fishing capacity.
  3. To support the development of aquaculture, inland fishing and the processing and marketing of fisheries resources.
  4. To strengthen the competitiveness and viability of the sector.
  5. To encourage sustainable development and the quality of life
  6. To promote equality.

Broadly the EFF European Council regulation provides for five priorities;

Priority axis 1 – Measures for the adaptation of the Community Fishing Fleet.
Priority axis 2 – Aquaculture, processing and Marketing of Fishery and Aquaculture Products.
Priority axis 3 – Measures of Collective Interest.
Priority axis 4 – Sustainable Development of Coastal Fishing Areas.
Priority axis 5 – Technical Assistance.
